Go ahead and prophesy: Get ready for your new thing!
Isaiah was speaking to those in Babylonian captivity. They were there because of disobedience to God. Disobedience has consequences.
The mindset of the people can be found in Psalms. They had a captivity mindset. They had normalized bondage.
Isaiah showed up telling the people to not remember the former things. Meaning to not keep something in mind from the past so that it affects your present.

Isaiah tells them not to consider the things of old. Don’t get to the place where you are paying so much attention to the way things were that it blocks what things can and should be now.
God said I will do a new thing. He’s getting ready to do something like you’ve never seen before. God is committed to His word. The prophetic word through Jeremiah said that they would be in captivity for 70 years. The people are to stop talking themselves out of what God can do!
V19 – Previously God had dried up the water and now He is bringing the water – it will spring forth (the signs of God are already visible).

I will make a pathway through the wilderness.
I will create rivers in the dry wasteland.
20The wild animals in the fields will thank me,
the jackals and owls, too,
for giving them water in the desert.
Yes, I will make rivers in the dry wasteland
so my chosen people can be refreshed.
